My understanding from the last Board meeting (Feb 18th, 2012) is that a summary of proposed changes (with ballot) will be mailed out (towards the end of March) and voted on during the April meeting (I think). So the Quorum will not come into play since all property owners were notified by their last know address, with the majority of votes on each item winning.

The current Bylaw's and Covenants posted here were transcribed by a property owner a few years back to produce a ledgible copy. They are accurate but you can get an official copy from the Murray County Courthouse if you feel there is any question reguarding these copies.

2. Covenants deals with land, what you can and can not do on that property or the Association/Corporation property .
To sum up how to change the Covenanats: it requires a majority vote of all eligible voters to pass an amendment to the Covenants. To explain it: Cedar Blue would have to notify (mail) all property owners that a proposed change/changes to the Covenants were to be voted on. If Cedar Blue only receives 100 ballots back 51 would have to vote yes in order for the change to take effect.
